query on westerly winds

Hi Sir, 

I have encountered a statement like this

The velocity of westerlies increases southwards and they become stormy.

Why is that Sir?

Will it happen in both the hemispheres?

plz refer ur climate topic and special names of westerlies in southern hemi..

southern.hemisphere has less land and so less obstruction to westerly winds and hence more stormy..
